Verdicts: PASS routes onward. CONCERNS ships with caveats or goes back. FAIL returns to recon — a gate that cannot say no is decoration.

A row only says verified when we re-ran the command ourselves. Reported-but-not-rerun is marked as reported, and the blocked row is listed as blocked rather than omitted. Saturation is a status, not decoration: green is verified, amber is named and open, red is failed or blocked.
